Valencia participates in different projects financed by the European Union in different subject fields. The purpose of this participation is to exchange knowledge and experience with different European cities with the ultimate goal of improving citizens’ quality of life.
The project has been selected in the framework of the Financial Instrument about Civil Protection.
GOES aims at creating a network which gathers daily information about what happens on the roads, allowing the regional structures of civil protection to provide citizens with rapid information.
The data collection and transmission system will be based on standardized and automatic procedures for the exchange of information among all provinces and cities. Once the platform is created, it can be used to transmit other types of information, not just those related to roads. The platform will be adapted and integrated in our emergency management system.
The consortium of the project will be composed of: the Province of Ancona (Italy), the Region of Marche - Safety and Civil Protection Department (Italy), the Foundation Comunitat Valenciana – European Region (Spain), the Local Police of Valencia (Spain), the Institute of Information Technologies – Bulgarian Academy of Sciences (Bulgaria), and the City Council of Sofia (Bulgaria). The project goes from january, 2011 until december, 2012.
The project has been chosen in the context of the European Programme Daphne III to combat violence against children, young people and women. The Local Police of Valencia, who leads the project, aims at developing and applying action protocols in case of gender violence, and thus creating a European standard with respect to this issue.
The new standards will be based on an innovative perspective in the approach to the phenomenon of secondary victimization, by means of which an active role is given to the victims in their recovery process.
The final objective is to further training for police and victims on the basis of the European standards of police management of gender violence which will be developed. The project will take place between January 2011 and January 2013.

The aim of this project is to bring together a series of organisations to tackle the international problem of metal theft, which is a priority for the Europol group of Crimes against Property and causes huge economic losses and dysfunctions in a wide range of industries such as construction, energy, recovery, metallurgy, etc. The project will last for 3 years, from January 2010 to December 2012. The consortium that makes up this project consists of the Valencia Local Police, the Yorkshire Police & People United Against Crime (Sheffield), Agenfor Lombardia (Rome), British Transport Police (London), the Foundation Comunidad Valenciana Región Europea (Valencia), Georama (Patras), Euro Perspectives Foundation (Sofia), West Yorkshire Police (Wakefield), RAILPOL (Drieberg), and the Bureau of International Recycling (Brussels).The project goes from september, 2010 until september, 2013.
Within the context of the Southwest European Space Territorial Cooperation Programme (SUDOE Interreg IVB), the Delegación de Innovación y Sociedad de la Información (Delegation of Innovation and the Information Society) in collaboration with FIVEC (Urban and Economic Knowledge Innovation Foundation), are participating in this project, which promotes innovation and the creation of stable networks for cooperation in technological matters.The project will be valid until December, 2011. A request of extension exists to June, 2012.
The Valencia Local Police is participating in this project within the community-financed Prevention of and Fight against Crime Programme, which will last 2 years and aims to study troubled areas and districts of their cities (hot spots) and to detect the predominant type of delinquency, analysing the associated problems. This project will enable safe areas (safelands) to be created where activities can be provided such as seminars, training in personal defence, etc., for the citizens, while at the same time mediators such as our Policía de Barrio (District Police) are trained. Together with this, safe schools will be created through training activities on school bullying and the drawing up of fast intervention guides for mediators.
The project goes from september,2009 until february, 2012.
The Project “Innovative Strategies for Relapse Prevention through the Improvement of Skills and Qualifications” (within the framework of The Lifelong Learning Programme 2007 – 2013 – Grundtvig), aims to develop educational content for local police officers and penitentiary agents whose tasks include the prevention and reintegration into society of marginal people taking into account devolution of responsibilities between both agents when convicts are reintegrated into society. The project starts on January 2010 and ends on February 2012. Other partners that collaborate in this project are: the Valencian Local Police, the European Forum for Urban Security (Paris, France), the Göttingen City Council (Germany), the CAST Association of Turin (Italy), Le Havre City Council (France), the Brasov Local Police (Romania), Opaya City Council (The Czech Republic) and the Belfast City Council (UK).
In the context of the 7th Framework Programme on R&D Security, the Valencia Local Police in partnership and as end-user of VALUESEC is developing a tool-set to support decision makers to achieve their objectives regarding security management.
The project’s goal is to implement a tool to evaluate tangible and non-tangible costs concerning the adoption of security and cost-benefit analysis measures. The project‘s duration is from February 2011 until January 2014.
As a client, PLV will make different tests to validate the tool, for example, during the celebration of Grand Prix Valencia Formula 1.

The Iceberg project has been selected within the framework of the European program Daphne III with the aim of combating violence against children, young people and women.
The Valencian Regional Ministry of Governance -Generalitat Valenciana -is leading the project, which is focused on police prevention of gender violence, starting beforehand the usual procedures which take place at police stations and justice courts.
Therefore a police training program to prevent gender violence will be developed with the purpose of avoiding litigation. Moreover a predictive software application that generates warnings will be designed and local coalitions will be established. The project is expected to be running from January 2011 until January 2013.
The project’s consortium is comprised of the Mulhouse City Hall (France), The National Association of Municipal Clerks (Bulgaria), The Local Police of Valencia (Spain), Fundación Comunidad Valenciana - Región Europea (Valencia-Spain) and the University of Coventry (UK).
The City Council of Valencia, through the Employment Service and Entrepreneurship Projects, has started a new initiative aimed to promote social inclusion through the exchange of experiences and methodologies and to strengthen the European labour market among the participant countries (Spain, Denmark and Germany).
The European project NEPCO is coordinated by the Employment Service and the City Council’s Entrepreneurial Projects, with the partnership of the Consistory of Randers, the Centre of Skill’s Development and Labour Market Planning of Denmark and the Harz AG Consortium, a regional initiative to stimulate the economic growth of Wernigerode’s Harz district in Germany.
The NEPCO project is included in the Leonardo Da Vinci’s program; it is a two years project with the purpose of finding answers and solutions to the labour market needs, planning in advance the skills that should be developed in order to improve employability in the near future.

Valencia’s Devesa-Albufera (meadow/wetlands) heads this project, which fundamentally aims to carry out an awareness campaign about the values of the Red Natura 2000 network in the Albufera Natural Park. This project is financed by the European Union within the Life programme. It will be applied until 31st March 2013.
